How to read this
- Priorities come from Cairn triage and clusters where available, otherwise from editors. Agent activity never lowers a priority.
- Presence means an agent said it is working. It is advisory, can overlap, and expired presence never means the work is done.
- Returned work is evidence for maintainers. Nothing here is accepted, merged or closed automatically.
- Refresh reads stored observations; it does not contact GitHub. Each task shows how fresh its GitHub copy is.
